The largest upward pressure to the change in current index came from Food group contributing 1.37 percentage points to the total change. PREFACE All India Railwaymen‟s Federation(AIRF), being the oldest and the largest organization, representing over a million Non-Gazetted employees in the Railways, established in British era in the year 1924, represents nearly half of the Central Government employees in India. AIRF is recognized by the Railway administrations along with its constituent unions in 16 Zonal Railways as also as in Metro railways Kolkata and Rail Coach Factory Kapurthala, based on the results of secret ballot elections for the recognition of the unions. Its affiliates are leading trade unions in the 6 other Production Units of Indian Railways, where secret ballot system is yet to be introduced.

Confederation Proposed New Pay Structure and Rate of Increment in its memorandum to 7th Pay Commission Proposed Pay Structure and Rate of Increment In the preceding chapters we have dealt with the various principles of pay determination as was enunciated by the successive Pay Commissions. The 6th CPC introduced the new concept of Pay Band and Grade Pay. We are not able to comprehend any logical methodology having been adopted by the 6th CPC in constructing the Pay Band and Grade Pay. In the ultimate analysis, we found that there had been no uniform multiplication factor. It varied from 2.2 time to 3. Soon, a 75% hike in monthly pension for ex-mps- Will the govt. adopt similar attitude to revise Pension of C.G & State Govt pensioners? Soon, a 75% hike in monthly pension for ex-mps NEW DELHI: Former MPs, whose pensions were last revised in 2009, may now see a hefty hike in their retirement benefits. Government sources told HT that the monthly pension for exMPs is likely to go up to Rs.35,000 a month from Rs.20,000 a month - a 75% hike. A major breakthrough in pensions for ex-MPs came under the first NDA government, led by Atal Bihari Vajpayee when they introduced pension for all MPs irrespective of their tenure. Earlier, only MPs who had completed a 5-year term were entitled to post-retirement benefits. The Modi government is also set to increase the rate of additional pension for each completed year in excess of five years. The centre is considering additional pension of Rs.2,000 per month instead of the current rate of Rs.1,500.

7th Pay Commission Chairman proposes to visit Bengaluru between 25th and 27th August 2014 Visit Bengaluru between 25th to 27th August 2014 The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies. In its second phase of interaction, the Commission plans to hold meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a firsthand impression about the functioning and the condition of service prevailing in different parts of the country.

Venkaiah Naidu today made a surprise check of NirmanBhawan where the Ministries of Urban Development and Housing & Urban Poverty Alleviation are located. He went around various floors and rooms for over an hour from 9.10am.  Shri Naidu has noted perceptible improvement in the cleanliness and maintenance of NirmanBhawan since his last such inspection on June 12, 2014. He however, noted that personnel at lower rungs like section heads and supporting staff in large number did not report for work in time and took a serious view of the same. Names of late comers were noted.

The demand for one rank one pension (OROP) was accepted by the previous government and a provision of Rs. 500 crore was made in the interim budget. The new government, stating its intention to implement the demand many times, has also provided for it in the regular budget. However, veterans are nowhere near getting the enhanced pensions envisaged.  What is the current status on OROP?

Dopt orders on submission of Assets and Liabilities Declaration under Lokpal & Lokayuktas Act 2013 by Public Servants As per the said Act and the Rules framed thereunder, every public servant shall file declarations, information or return, as the case may be regarding his assets and liabilities as on the 31st day of March every year, to the competent authority, on or before the 31st day of July of that year. This is an important difference from the Central Civil Services (Conduct) Rules 1964 and may kindly be noted.

While answering to a question in Parliament on 18th July 2014, Health Minister said that the CGHS beneficiaries can obtain treatment from any of the Government Medical Institutions including All India Institute of Medical Sciences. The Government also empanels interested private hospitals under CGHS, through tender process/continuous empanelment scheme implemented from time to time.

Providing Cashless Treatment to CGHS Beneficiaries Minister of Health and Family Welfare Shri Dr.Harsh Vardhan said in a written reply in Lok Sabha on 18th July 2014 regarding cashless treatement to CGHS beneficiaries in empanelled hospitals. 23 hospitals in Delhi, Hyderabad, Bangalore and Jaipur had stopped providing credit facility alleging pendency of payment of hospital bills. Show-cause notices were issued and after review, 2 hospitals in Delhi, 2 hospitals in Bengaluru and one hospital in Jaipur were removed from CGHS panel.

Brief feedback on BPS Preliminary meeting with 7th CPC on 23rd July 2014  Friends,  BPS and BCPC were the first Pensioners’ organizations to be called for preliminary meeting with 7th CPC on 23rd to discuss the reply to questionnaire, the Memorandum & the allied issue submitted by them. PFRDA – Comments are invited on PFRDA Regulations 2014 from all concerned DRAFT – Pension Fund Regulatory and Development Authority (Pension Fund) Regulations, 2014 1. The PFRDA Act was passed by Parliament on Sep/19/2013 and notified on Feb/01/2014. In accordance with section 52 of the Act, the Authority may, by notification make regulation consistent with the Act and rules made thereunder for carrying out the provisions of the Act. 2. “Pension fund” is defined under Section (2) (l) of the Act as “intermediary which has been granted a certificate of registration under sub-section (3) of section 27 by the Authority as a pension fund for receiving contributions, accumulating them and making payments to the subscriber in the manner as may be specified by regulations”.

ALL CENTRAL GOVERNMENT EMPLOYEES WILL HAVE TO COMPULSORILY SUBMIT THEIR ASSETS AND LIABILITIES All Central Government employees will now have to compulsorily submit a detailed report on their properties and debt owed by them… Already, each year, the Group-A officials are required to submit information about the immovable properties owned by them. Now All categories of Central Government employees too have been asked to submit these details. The DOPT has issued relevant orders to this effect. The Government has issued this order in accordance with the Lokpal rules. According to this rule, Central Government employees will now have to submit all details regarding the cash-in-hand, bank investments, share certificates, stocks and bonds, mutual fund investments, insurance policies, P.F. details, loans, motor vehicles, gold and silver ornaments, and precious metals, to the Government.

3% Reservation in Allotment of Land to Physically Handicapped Allotment of Land to Physically Handicapped 3% reservation in allotment of the shops/stalls is provided by the Directorate of Estates, Ministry of Urban Development, for physically handicapped persons. As per Delhi Development Authority’s (DDA) policy, 5% shops/stalls are reserved for the persons with disabilities as defined in Section 2 of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) (PwD) Act, 1995. Shops are allotted at Reserve Price through computerized draw of lots by the DDA.

Central Government says Gramin Dak Sewaks are not Regular Government Employees… THE MINISTER OF COMMUNICATIONS AND INFORMATION TECHNOLOGY & LAW AND JUSTICE SHRI RAVI SHANKAR PRASAD SAID IN A REPLY TO A QUESTION IN LOK SABHA ON 14th JULY  2014 THAT THE GRAMIN DAK SEWAKS ARE NOT REGULAR GOVERNMENT EMPLOYEES… The reply is reproduced here… “Gramin Dak Sevaks are not regular govt. employees. They are part time workers and are governed by a separate set of Conduct and Engagement Rules. They do not form part of the regular civil service. They are engaged for only 3-5 hours daily work. It is mandatory for them to have an independent source of livelihood before being engaged as Gramin Dak Sewak.

Though system of declaration of assets and liabilities has been in vogue, the Lokpal Act seeks to systematise it with additional information. While the Lokpal Act became operational in 2013, rules framed by the UPA government on some of the provisions were contested by the BJP.

CS(MA) Rules 1944 are not applicable to pensioners - Health Ministry Medical Facilities to Government employees  Central Government Health Scheme provides medical care to its beneficiaries which include serving as well as retired Central Government employees. The CGHS provides its services through a network of CGHS Wellness Centers which are in operation presently in 25 major cities of the country. Expenditure on medical reimbursement in respect of pensioners is borne by CGHS and in respect of serving employees it is borne by concerned Ministry/ department/office. The pensioner beneficiaries are eligible for credit facility for treatment in CGHS empanelled hospitals.

Some of the CGHS empanelled hospitals have started charging new CGHS rates 2014. It is clarified by the Health Ministry, the empanelled hospitals cannot charge these new rates and also clarified that action will be taken against the hospitals to recovery of overcharged amount. Income Tax Department Cautions the Public about Phishing Emails  The Income Tax Department has asked the general public to not fall prey to the fraudulent emails that are being circulated regarding new tax guidelines.  In its press release dated 15.07.2014, the Income Tax Department has said the following – A number of taxpayers have received emails advising them to download the updated information regarding the payment of income tax. The emails originating from “incometaxindia.gov” are false and fraudulent. This entity is not related to the Income Tax Department in any way.

Benefit from the Income Tax sops announced by the Government..? In the 2014-15 Budget that was presented recently, it was announced that the income tax exemption slab will be being raised from Rs. 2 lakhs per annum to Rs. 2.5 lakhs. On July 10, during the parliamentary session, while presenting  the budget for the year 2014-15, Finance Minister Arun Jaitley announced that the non-taxable income slab for individual tax payers has been raised from Rs. 2 lakhs to Rs. 2.5 lakhs. Also, the maximum tax exemption of Rs. 1 lakh Under Section 80C has been raised to Rs. 1.5 lakh. Interest deductions on home loan have been increased from Rs. 1.5 lakhs to Rs. 2 lakhs.

Finance Minister Arun Jaitley announced that the Income Tax exemption limit for individual taxpayers, below the age of 60 years has been raised from Rs. 2 lakhs to Rs. 2.5 lakhs.  The General Budget 2014-15 presented by the Union Finance Minister Shri Arun Jaitley on 10th this month, most Central Government employees were hoping that the Income Tax exemption limit for salaried pupil would be raised to atleast Rs 3 lakhs this time.
